This is all the more likely and admissable as the two lines
will probably be joined at Canton so as to allow of through traffic
between Hong Kong and Hankow.
For this reason, I have allowed very high Working Expenses
per mile as compared with other Railways. I have no figures for
a similarly situated Railway and therefore cannot bring forward
any actual example to check my estimate of actual cost of running
and can only base my calculations on a comparatively high unit
cost per mile compared with longer Railways.

can be crowded into a carriage. Taking an ordinary carriage
